Course details
The Traffic Control / Management (TC1 & TMI1) Combined Course is designed for people new to the temporary traffic management industry who need to gain the skills to control traffic and implement traffic management plans on Category 1 roads (urban streets and low volume rural roads). Link Resources TC1 and TM1 course is currently offered in Tasmania (Devonport, Launceston, Hobart) and Victoria (Melbourne and regional Victoria). This course combines the nationally recognised skill sets:
- TC1 Skill Set – RIISS00058 (Traffic Controller – Category 1)
- TMI1 Skill Set – RIISS00060 (Traffic Management Implementer – Category 1)
In addition to the initial training, participants are required to complete workplace practical experience (logbook hours) and then return for a final practical assessment to demonstrate competency.
Important
As a prerequisite for enrolment, you must provide a copy of your Statement of Attainment for CPCWHS1001 Prepare to work safely in the construction industry (or an equivalent unit), commonly referred to as a White Card. Please note: because this unit code (or equivalent) is required for entry, presenting a physical White Card on its own does not meet the enrolment requirements. In some cases—particularly where a White Card was issued more than 10 years ago—the card may not have been issued against CPCWHS1001 (or an equivalent unit). You must provide a Statement of Attainment as evidence. Accepted unit codes and titles include:
- CPCWHS1001 – Prepare to work safely in the construction industry
- CPCCWHS1001 – Prepare to work safely in the construction industry
- CPCCOHS1001A – Work safely in the construction industry

Course delivery
This course is delivered via a structured combination of face-to-face training, assessment, workplace experience, and final practical evaluation. The delivery includes:
- In-class / face-to-face theory delivery
- Theory-based assessment
- Simulated practical activities
- On-site practical work experience
- Final face-to-face practical assessment
Following the successful completion of the theoretical (face-to-face) training and associated assessments, learners are required to obtain practical workplace experience and successfully complete a final practical assessment before a Statement of Attainment can be issued. This approach ensures learners have the opportunity to gain sufficient hands-on experience prior to working independently in traffic control and traffic management roles. Practical experience requirements must be completed on declared Temporary Traffic Management (TTM) Category roads and must be finalised within six (6) months of successfully completing the theoretical component. Link Resources has partnered with a number of Traffic Management Companies across Melbourne, Adelaide, and Launceston and can assist learners in arranging suitable practical work placement opportunities. Learners may also organise their own workplace to complete the required practical experience, subject to approval. Learners are required to supply their own Personal Protective Equipment (PPE) for practical work placement. PPE requirements may vary by site but will typically include:
- High-visibility vest, shirt, or jacket
- High-visibility pants
- Safety boots
- Hard hat
- Safety glasses
- Gloves
- Two-way radio
Participants should confirm mandatory PPE requirements directly with their Traffic Management Company prior to attending site to ensure compliance. The requirements for completing the practical component vary depending on the Temporary Traffic Management National Training Program undertaken. The Traffic Controller (TC1) and Traffic Management Implementer (TMI1) practical components must be completed under direct supervision on a declared TTM Category 1 road. This includes publicly accessible and operational roads that reflect real-world traffic control conditions. All site-specific, statutory, and safety requirements must be strictly observed at all times during practical training and assessment.
